Governor Gavin Newsom signed memorandums of understanding (MOUs) to “fight climate change” with the Chinese province of Hainan as well as with Australia. The MOU with Hainan, was signed on August 3, and MOU with Australia was signed on August 15. The MOUs are not legally binding.
